Note: Mayor Gayle Kaler and Commissioner Richard Abraham were unable to attend this meeting. They are travelling to Washington, D.C. with members of Paducah Economic Development, the Chamber of Commerce, and USW Local 550 to meet with Department of Energy officials and our Congressional Delegation to voice our concerns and what we feel is important regarding the Paducah Gaseous Diffusion Plant.
Sale of Sheehan Bridge Road Property
The Commissioners approved two ordinances for the sale of the two tracts of the Sheehan Bridge Road property. In April, the City contracted with Chris Colson Auction and Realty Company, LLC for the sale of the city-owned property located at 1105 Sheehan Bridge Road. The auction was held June 4 with the property sold in two parcels. The first ordinance is for the Deed of Conveyance from the City of Paducah to Todd and Deborah Teas. The couple bought the home and 2.067 acres for $185,120.10. The second ordinance is for the Deed of Conveyance from the City of Paducah to Stephen and Karen Jackson who purchased 162.445 acres for $679,041. Proceeds from the sale will be used toward the Riverfront Redevelopment Project. Mayor Pro Tem Sandra Wilson says, “I still hope that at some time we are able to find the money to do a sports complex project.” The City Commission approved purchasing the nearly 165-acre property in December 2009 for $900,000 with the plan to construct a sports complex with the support of private fundraising. The site is no longer being considered as a sports park leading to the property being declared as surplus.
Zone Change for 161 Pecan Court (vote July 23)
The Commissioners introduced an ordinance for a zone change for 161 Pecan Court. Marleene Andersen is requesting a zone change for the property from R-1 (Low Density Residential) to R-4 (High Density Residential). This parcel consists of one vacant home on 7.77 acres across from West Kentucky Community & Technical College. The zone change has been requested since the Ophthalmology Group would like to construct a new 30,000 square foot medical office with 168 parking stalls. The Planning Commission held a public hearing on the zone change on July 1, 2013 and made a positive recommendation. Mayor Pro Tem Wilson says, “It’s exciting that we have somebody willing to make that kind of investment.”
Noble Park Pool Project Change Orders (vote July 23)
The Commissioners introduced two ordinances for change orders for the Noble Park Pool Project. The Noble Park Pool received significant renovations earlier this year including a new pool liner, filtration, and disinfection systems. The spraypad that is replacing the baby pool remains under construction. The first change order is for engineering services. The scope of engineering has changed as the project has continued with the addition of the spraypad and the need to bid the project into three phases to reduce costs. The Commissioners introduced an ordinance to increase the engineering services contract with Florence & Hutchison by $40,995 for a project total of $184,195. The services include planning, design, procurement, and on-site inspection. The Commissioners also introduced a change order in the amount of $15,727.61 with Midstates Construction, Inc. for the concession project. During construction it was necessary to remove an old asbestos water tank which required the cutting of a hole in a wall to remove the tank intact without asbestos exposure. The Noble Park Pool opened Memorial Day and will be open through August 11. The pool has not received a significant renovation since 1992. The City has invested more than $1.2 million in the renovation and rehabilitation of the Noble Park Pool.
· Municipal order approved declaring the city-owned lot at 1423 Walter Jetton Boulevard as surplus property and authorizing the sale of the lot to Mr. Burford Wilson for $101. The property was advertised with sealed bids requested.
· Municipal order approved declaring the city-owned lot at 516 Walter Jetton Boulevard as surplus property and authorizing the sale of the lot to Ms. Dana Davie for $250. The property was advertised with sealed bids requested.
· Ordinance approved accepting the Law Enforcement Service Fee Grant in the amount of $8985 from the Kentucky Justice Cabinet to be used to operate the Police Department’s DUI Enforcement Program. The grant will cover 151 overtime hours and 1500 miles at $0.45 per mile. Assistant Police Chief Stacey Grimes says each year the Paducah Police Department averages 350-400 DUI arrests.
· Ordinance approved accepting the $21,500 grant award from the Kentucky Division of Waste Management Kentucky Pride Recycling Grant program. The funds will be used to purchase equipment for the Greater Paducah Sustainability Recycle-Now center located on North 8th Street. The grant requires a match of $3584 each from the City of Paducah and McCracken County.
· Ordinance introduced (vote July 23) accepting the award in the amount of $30,000 from the Kentucky Division of Waste Management Household Hazardous Waste Award Program to be used for the 2014 Spring Clean Up Day. The grant requires a local match of $9000 split between the City and County.
· Due to high water on the Ohio River, the Summer Concert Series scheduled for this Thursday evening will be held on the Carson Center lawn rather than the riverfront. Hearts of Saints will hold a free concert starting at 7:30 p.m.
· The City of Paducah thanks Pine Bluff Materials and McGinnis/National Maintenance for their barges and tug used during the fireworks show on July 4.
· Mayor Pro Tem Wilson commented on the recent death of Buddy Smith. Wilson says Smith was a great community servant.
