Requesting Proposals for the Transfer of URCDA Lots at 1609 Martin Luther King Jr.  and 1615 Martin Luther King Jr.  

The City of Paducah Urban Renewal and Community Development Agency (URCDA) is requesting sealed bids for the purchase and transfer of vacant lots located at 1609 Martin Luther King Jr. Drive (50' x 140') and 1615 Martin Luther King Jr. Drive (50' x 140') for future development. These properties are located in the Fountain Avenue Historic Neighborhood and are being offered for new residential single family home constructions.

Transfers will be based on the best-evaluated future use of the properties-25%, highest bid-25%, proposed reinvestment-25%, and compliance with applicable codes-25%.  In order to be considered for these properties, bidders must be current on City taxes and have no existing liens on any property currently owned in the City of Paducah.   Proposals must include all of the basic proposal requirements in detail. Incomplete bids will not be accepted and shall be deemed un-responsive.

Sealed bids are due in the Department of Planning, City Hall, prior to 9:00 AM, December 19, 2017.  The Base bid for these lots is $1.00.

Requesting Proposals for the City-Owned Surplus Property at 1551 South 5th Street                      

The City of Paducah, Kentucky is requesting sealed proposals for the purchase and transfer of property at; 1551 South 5th Street. 

The address, lot dimensions, zoning information, and an aerial map of each piece of property are available on the City’s website at www.paducahky.gov. Click on “City Surplus Property” under the Government tab on the homepage.

Transfer of surplus property will be based on the best-evaluated future use of the property-25%, highest bid-25%, proposed reinvestment-25%, and compliance with applicable codes-25%.  To be considered for these properties bidders must be current on City taxes and have no existing liens on any property currently owned in the City of Paducah.  Only bids for rehab of structures that meet minimum building code requirements will be considered. 

Persons interested in submitting a sealed proposal should submit a separate written offer to purchase each property. Proposals shall include at minimum the following:

  • Purchase price offer for property.
  • Intended use of the property.
  • For vacant lots: detailed plans for all proposed new construction.
  • For lots with an existing structure: detailed rehab plans & all changes and improvements necessary both to meet code requirements as well as, to provide for the intended use must be specified and detailed.
  • Estimated firm timeline indicating the duration of the project from start to finish.
  • Proof of financial ability to complete the project in an amount matching the estimated costs. Proof must be in the form of a letter of credit, loan commitment, proof of cash on hand, or some other proof of financial ability acceptable to the City. Grants or special financing must be listed, but cannot count toward financial ability unless a copy of the award notice or other acceptable guarantee is provided.
  • Priority for start to finish projects, which address the entire structure(s).
  • Priority for owner occupied properties
  • Priority for uses which serve the highest & best use of the property in the opinion of the board.

All bids must be submitted in a sealed envelope clearly marked “Sealed Bid” with the address of the property on the outside.  Proposals can be mailed to The City of Paducah, Planning Department, P. O. Box 2267, City Hall, Paducah, KY 42002-2267.

Invitation to Bid for Red Sedan for Fire Prevention Division

The City of Paducah, Engineering-Public Works Department will receive sealed bids for the purchase of One (1) Red 4-Door Sedan Vehicle with Factory Police Package for use by the Fire Department-Fire Prevention Division at 2:00 P.M.CST, on Thursday, December 14, 2017.   All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky.  If you have a question, contact by email Randy Crouch.

BID EVALUATION - AWARD OF CONTRACT:  After reasonable consideration of all bids received, a Notice of Award will be given to the responsible bidder who submits the responsive bid of the lowest evaluated bid price in accordance with the specifications.   

PREFERENCE TO KENTUCKY BIDDERS:  In accordance with KRS 45A.365, prior to a contract being awarded, a resident bidder of the Commonwealth shall be given a preference against a non-resident bidder registered in any state that gives or requires a preference to bidders from that state.  The preference shall be equal to the preference given or required by the state of the non-resident bidder.

Request for Proposals for Multimedia Logging Recorder System

On November 17, 2017, the City of Paducah will release a Request for Proposals for a Multimedia Logging Recorder System. It is the desire of the City to procure and implement a recording system to replace its existing equipment that has reached its end of life and to provide a migration path to Next-Generation 9-1-1 (NG9-1-1).  

Vendors shall submit proposals in sealed envelopes clearly marked in the lower left-hand corner “Multimedia Logging Recorder System” no later than 3:00 p.m. Central Time on December 22, 2017.

Request for Proposals for Paducah City Hall Exterior Restoration Project

The City of Paducah, Engineering Department will receive sealed bids for the City of Paducah’s Paducah City Hall Exterior Restoration at 2 p.m. CST, Thursday, November 30, 2017.  All Bids received will be publicly opened and read aloud in the Commission Chambers, Second Floor, City Hall, 300 South 5th Street, Paducah, Kentucky. 

Plans and specifications may be obtained from Paducah Blueprint and Supply Co, Inc., Paducah, Kentucky or at Paducah Blueprint’s web site.  The project involves all labor, materials, equipment, tools and services necessary to complete an exterior restoration and HVAC source equipment replacement.

Please note the following amendments to the bidding schedule (posted November 14, 2017):

  • Last questions:  Tuesday, November 21 at noon
  • Last addendum:  Wednesday, November 22 before close of business
  • Bid opening:  Thursday, November 30 at 2 p.m.

A satisfactory bid bond executed by the bidder or certified bank cashier’s check in an amount equal to five percent (5%) of the bid shall be submitted with each bid.  No other forms of security will be accepted.  Failure to submit a bid bond or certified bank cashier’s check will result in disqualification of the bid.  The City of Paducah reserves the right to reject any and all bids in accordance with the model procurement code and the project specifications.


Request for Proposals - Integrated Public Safety System

On August 21, 2017, the City of Paducah issued a Request for Proposals from qualified vendors for the provisioning of an Integrated Public Safety System.  It is the desire of the City to procure a system that includes Computer Aided Dispatch (CAD), a Law Enforcement Records Management System (LERMS), a Fire Records Management System (FRMS), a Mobile Data System (MDS), and various modules and interfaces to those systems and many other systems that Paducah emergency service providers interact with in the course of their duties provisioning public safety services.

The vendor proposal submittal due date has been extended to 3 p.m. local time on November 3, 2017.  Proposals should be submitted to
