Partnership with Housing Authority of Paducah

The City of Paducah and the Housing Authority of Paducah partnered to improve the housing services for the community by relocating the Section 8 offices to the Housing Authority  in 2019. The offices are located at Elmwood Court, 2330 Ohio Street. This relocation improves the customer experience since Section 8 clients can also find out about Housing Authority services at one location.  The City has a contract with the Housing Authority for the administration and management of the Section 8 program.

What is Section 8 Housing?

Section 8 Housing is a federally funded, assisted housing program through the U.S. Department of Housing and Urban Development (HUD) that provides housing assistance to low-income, elderly and disabled families in Paducah/McCracken County by subsidizing a portion of the family’s monthly rent in privately-owned housing units. Section 8 administers Housing Choice Vouchers to an average 450 families per month and administers the Mortgage Assistance Program for homeowners who qualify. Section 8 also administers the Family Self-Sufficiency Program which promotes financial independence and home ownership. As part of the initial certification and recertification process, Section 8 performs Housing Quality Standard Inspections.


Section 8 Programs

Rental Assistance (Housing Choice) Voucher Program 

Applications for the Rental Assistance (Housing Choice) Voucher program can be obtained from the Section 8 Office (270-450-4239) located at 2330 Ohio St, Elmwood Court during business hours or downloaded from the Housing Authority of Paducah website. All documentation requested on the application must be submitted for placement on the Section 8 waiting list.  The demand for housing assistance often exceeds the limited financial resources available to local housing agencies. Consequently, long waiting periods can be common, and there are times the House Choice Voucher program closes the waiting list. Check with the Section 8 staff for the current approximate wait for a Housing Choice Voucher Regulations.  Applications are always accepted for local preference categories including Domestic Violence, Full-time Students, Federal Disaster Displacement, Homeless Veterans and special purpose assistance programs.  All applications must be placed in person by head of household.

Homeownership Program

To qualify for the Section 8 homeownership program, you must first be actively participating in the rental assistance (housing choice) voucher program. 


Five Year and Annual Administrative Plan

The Section 8 Housing Program's Five-year and Annual Administrative Plan (“Plan") is required by the U.S. Housing and Urban Development Section 511 of the Quality Housing and Work Responsibility Act of 1998. Contact the Housing Authority to learn more about the Plan.  The Plan contains

  • The mission of the Agency, goals, and objectives along with details about immediate operations, program participants, programs and services,
  • Related Administrative Plan that describes program policies and procedures, and
  • Supporting documentation.
