The Engineering-Public Works Department wants the public to be aware that access to Schultz Park will be limited beginning Tuesday, May 28. MAC Construction & Excavation, Inc. will begin mobilizing equipment and initiating the construction of the project to create the breakwater, also known as the bump-out, along Paducah’s riverfront. During the 180 day construction period, vehicles will have limited access to Schultz Park. Traffic will be able to enter the park through the floodwall opening at Jefferson Street but must exit next to the Farmers’ Market at Monroe. The contractor will be using the Harrison Street floodwall opening. That opening in addition to the city-owned land where the former Executive Inn hotel used to stand will be blocked to through traffic.
This $4.49 million phase of the Riverfront Redevelopment Project involves the installation by barge of approximately 230,000 cubic yards of stone fill in the Ohio River to create a land mass, the installation of 12 guide structures to support a gangway, and the removal of existing concrete rip-rap. Once the fill is in place, it will need to settle for nine to 12 months before further work can commence.
City Engineer-Public Works Director Rick Murphy says, “The fleeting of barges loaded with stone from Lafarge Three Rivers Quarry in Smithland, Kentucky will begin late next week. The work involves the unloading of boulders from the barges to build a new land mass which will eventually become a new park.”
Murphy adds that the project also involves the installation of 12, 36-inch diameter pilings that will provide the support structure for the gangway that will lead to a transient dock. Each piling is set 40 feet into the bottom of the Ohio River. The pilings will be as tall as the floodwall and will allow the gangway to rise and fall with the level of the Ohio River. The dock, gangway, marina services building, and park amenities will be constructed in the next phases of the project.
City Manager Jeff Pederson says, “Paducah has an incredible natural asset, the Ohio River. Communities across Kentucky and surrounding states know the value in investing in their riverfronts.” Pederson adds, “Paducah has made a significant investment in this project. Since 2008, the City has invested $1.26 million for the engineering design, legal fees, and mussel relocation costs.”
The majority of the project is funded by a $2.97 million Neighborhood Initiative Project Grant by the Department of Housing and Urban Development. The grant funds are to be used on this project only. Proceeds from the June 4 auction of the city-owned property on Sheehan Bridge Road will be used for this project.
Murphy also wants the public to be aware that the utility relocation on Burnett Street has begun for the Ohio River Boat Launch Project. Burnett Street is being improved from North 8th to North 6th Streets over the floodwall. The project adds a boat ramp, courtesy dock, and parking area at the end of Burnett. The City has a nearly $2.59 million contract with Jim Smith Contracting Company, LLC of Grand Rivers, Kentucky. The City has a $2.254 million Federal Highway Administration grant designated for the boat launch project.
