Approve Development Agreement Addendum for Kresge Lot Redevelopment
The Paducah Board of Commissioners approved a Municipal Order authorizing the second addendum to the development agreement with C.I.R.C.O. Properties, LLC, and 314 Condominiums Association Corp. for the redevelopment of the property at 324 Broadway, also known as the Kresge Lot. This addendum extends the project completion timeline to June 1, 2027.
The City purchased the property in 2018 which contained a deteriorated building, the Kresge Building. In 2019, the City secured a contractor to raze the structure which had been deemed a hazard. In June 2024, the city approved the development agreement with the developer purchasing the vacant lot from the City of Paducah for $10,000 with plans to revitalize the space into a multi-use gated green space to include outdoor seating, a playground, dog area, a bar structure, music area with amphitheater seating, vendor space, and landscaping.
Sidewalk Project for Clements Street and Farley Place
The Paducah Board of Commissioners approved a contract with Youngblood Excavating & Contracting, LLC for the Clements Street – Farley Place sidewalk project. This Southside project is funded by a Community Development Block Grant with no matching funds required. The project involves the removal and replacement of the deteriorated sidewalks on those streets.
Zoning Text Agreements for Qualified Manufactured Homes
The Paducah Board of Commissioners introduced three ordinances related to qualified manufactured homes. On July 1 a new Kentucky Revised Statute (KRS 100.348) will take effect which states that qualified manufactured homes, that follow performance standards, must be allowed in all residential zones. To maintain neighborhood character, the code amendments for a qualified manufactured home and a traditionally-built single-family home both include a standard 5:12 roof pitch and permanent foundation. Additional amendments include that the qualified manufactured home must be manufactured within five years prior to the date it is installed. Furthermore, the main entrance to the home must face the street. No manufactured homes will be allowed in an existing or pending historic district.

- Section 126-69, Mobile Home Parks (which is now to be referred to as land-lease communities), and Section 126-79, Qualified Manufactured Homes.
- Section 126-102, Low Density Residential Zone, R-1.
- Section 126-103, Low and Medium Density Residential Zone, R-2.

- Municipal Order approved for a contract for services with Paducah Main Street with the City providing $65,000 in assistance for the 32nd BBQ on the River festival. This is the same amount of funding that the City provided during the previous year.
- Ordinance approved for a Memorandum of Understanding between the City of Paducah and McCracken County Property Valuation Administration (PVA) for the calculation of the 911 Parcel Fee.
- Ordinance introduced for the consensual annexation of 435 and 485 Berger Road and associated rights-of-way.
- Ordinance introduced for the three-year agreement between the City of Paducah and the Professional Firefighters of Paducah, Local 168, International Association of Firefighters. This agreement is from July 1, 2026, through June 30, 2029.
- Ordinance introduced amending Paducah Code of Ordinances, Chapter 2, Article VIII related to procurement to align the City’s code with recent changes enacted by the Kentucky General Assembly. The amendment clarifies the distinction between small purchase procedures, administrative award authority, and contract execution authority. The ordinance authorizes the City Manager to approve and award contracts up to $75,000 with contracts exceeding that amount requiring approval by the Board of Commissioners.
