Mayor Pro Tem Motion
The Paducah Board of Commissioners approved a motion to appoint Commissioner Sandra Wilson as Mayor Pro Tem. Commissioner Wilson received the highest number of votes in last November’s City Commission election.
FY2024 Annual Comprehensive Financial Report Presentation
Finance Director Jonathan Perkins and David Hampton of Kemper CPA Group, LLP provided an overview of the City’s Annual Comprehensive Financial Report which includes the City audit. The audit is required by State law; however, the Report is a voluntary document that the City prepares to provide additional information and transparency to the public. The report is for the fiscal year that ended June 30, 2024. The audit states that there are no findings of deficiencies related to the financial statements.
Perkins said that fiscal year 2024 was strong but not quite as strong as fiscal year 2023; however, the City of Paducah has had a surplus for each of the past four years. Those funds are set aside for capital projects and to use in case of an emergency. To learn more about Paducah’s finances, Perkins suggests reading the following two documents:
For 33 consecutive years, Paducah has been awarded the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA).
2025A General Obligation Bonds
The Paducah Board of Commissioners approved an ordinance to issue General Obligation Bond(s), Series 2025A, in the approximate principal amount of $27.82 million for two important projects: Paducah Sports Park and Riverfront Infrastructure Improvement Project (BUILD Grant). This would be a 20-year bond. This bond was discussed by the Board at its November 12 meeting.
The Paducah Sports Park is a City, County, and McCracken County Sports Tourism partnership that will total approximately $70 million to construct. Per the interlocal agreement with the County and Sports Tourism, the City and County are splitting the costs of the project. However, 80 percent of the bed tax funds collected by the McCracken County Sports Tourism Commission are dedicated to debt service payments. The City already has pledged $12.5 million from previous bond funds. This upcoming bond would provide an additional $22.5 million for the project. The City expects to receive about a half million dollars from the bed tax to be used on the City’s bond.
The remaining approximately $4.5 million of this upcoming bond would be used for the Riverfront Infrastructure Improvement (BUILD Grant) Project. The City expects to be able to use Tax Increment Financing (TIF) funds to cover a portion of the debt payment.

- City Clerk/Director of Customer Experience Lindsay Parish introduced Cathy Bryant-Quimby to the Board. Cathy Bryant-Quimby is transferring from the Finance Department to become Senior Customer Experience Representative.
- Mayor Bray presented a Duchess of Paducah to Heather Coltharp. She has served on the HARC board for two decades.
- Municipal Order approved to apply for a 2024 Community Development Block Grant on behalf of Center Point Recovery Center in the amount of $200,000.
- Municipal Order approved authorizing the Mayor to execute a contract with Federal Engineering for a cybersecurity assessment.
- Municipal order approved authorizing the Certificate of Approval to support the issuance of bonds by the Kentucky Bond Development Corporation for the benefit of Baptist Healthcare Systems, Inc. These bonds will be used across the State at various Baptist locations with approximately $3 million to be used at Paducah’s location for improvements to the imaging department.
- Municipal Order approved authorizing a release of all claims and indemnity agreement with Donald Tucker and Shelter Mutual Insurance Company as related to the September 2022 incident in which a vehicle crashed into the Robert Cherry Civic Center.
- Municipal Order approved authorizing the acquisition of a permanent public drainage easement on property located at 2338 Seitz Street for the South 24th Street Improvement Project.
- Ordinance introduced authorizing the closure of nearly 34,000 square feet of Vermont Street. This is an undeveloped section of Vermont Street.
- As a reminder, City Hall and other City offices are closed on Monday, January 20 for the Martin Luther King Junior Holiday. Curbside recycling for residents that have collection on the first and third Mondays will have collection on Tuesday, January 21.
- The local NAACP chapter is holding a march to the Dr. King monument on Monday, January 20 along with a luncheon.
