Request for Proposals to Use the Public Rights of Way for the Operation and Maintenance of a Cable Television Franchise in Paducah

NOTICE IS HEREBY GIVEN pursuant to Sections 163 and 164 of the Kentucky Constitution that the City of Paducah (the “City”) will consider proposals for a cable television franchise as defined in Ordinance 2020-01-8611 adopted by the Paducah Board of Commissioners on January 14, 2020.

The franchise shall be non-exclusive and allow the franchisee the right to use and occupy streets, public ways, and utility easements for the purpose of installing and maintaining its wires, cables, and associated equipment as necessary for the operation of a cable system. The franchise shall be for a term of ten years and shall be effective on the date it is awarded.

All persons desiring to submit a bid for a franchise to provide cable television services may do so at any time by submitting a sealed hand-delivered or mailed proposal by 3:00 p.m. CT Tuesday, June 17, 2025, to City Clerk’s Office, City Hall, 300 South 5th Street, Paducah, KY 42003.

The City of Paducah reserves the right to reject any and all proposals received and to select that proposal which it determines to be in its best interest.


Request for Proposals - Dolly McNutt Memorial Plaza Lighting Project

The City of Paducah Parks and Recreation Department is seeking proposals for new park lighting to include interior lighting and perimeter lighting in Dolly McNutt Memorial Plaza located in downtown Paducah (301 South 5th Street).

The City of Paducah is accepting responses to this Request for Proposals (RFP) from organizations that are:

  • Licensed/certified to operate in the Commonwealth of Kentucky.
  • Experienced in working with Kentucky Building and Electrical Codes.
  • Hold a current business license with the City of Paducah.

Organizations responding to this RFP must be prepared to undertake, in the most efficient manner, all aspects of design-build services. Respondents to this RFP will be expected to meet or exceed the minimum qualifications set forth in this RFP. The intent of this RFP is to identify those entities that are qualified and capable of completing the contracted services for the City of Paducah, Parks and Recreation Department. Organizations are invited to submit a proposal as described in the packet below by the submission deadline set for 12:00 p.m. CDT on Thursday, May 22, 2025.
