Commission Priorities - 2023
After holding strategic planning sessions on February 24 and March 10, the Board approved on March 28 ten Commission Priorities and five Continuous Improvement items. A mid-year report will be presented in July, and an annual report will be provided in January 2024. Substantial updates on specific tactics will be provided when necessary. The Board of Commissioners and City Manager’s Office are involved in each priority item.
Priority Action & Continuous Improvement Items - 2023
- Bike Lanes and Trails
Having a walkable and bikeable community through the expansion of trails and bike lanes.
- City Facilities
Focus on upgrading city facilities to improve functionality and efficiency. Begin planning for new public safety facilities.
- Community Growth
Invest time and resources into efforts that further the community growth mindset.
Concentrated effort to support, enhance, and improve our thriving downtown community.
Continued investment in the improvement of our housing stock to help grow our community.
- Minority Inclusion
Lead by example through the adoption of city-wide and departmental inclusion strategies.
Support community-led initiatives to strengthen neighborhoods.
- Quality of Life
Focused effort on City services and projects that visually improve the community.
- Revenue Equity
Focused effort on the auditing and enforcement of occupational licenses within the community.
- Southside Enhancements
Targeted empowerment, engagement, and beautification of Southside neighborhoods and the business community.
- 911 Radio Equipment Upgrade, Governance, and Revenue - Continuous Improvement
Establish an agreement with McCracken County to create a sustainable revenue source, establish governance, an make necessary capital and infrastructure improvements.
- Continue Efforts to Improve Operational Efficiencies - Continuous Improvement
Use existing and new data to achieve process improvements and operational efficiencies
- Outdoor Sports Facilities - Continuous Improvement
Partner with McCracken County and the McCracken Sports Tourism Commission in the design and construction of the outdoor recreational facilities.
- Protecting Key Historical and Cultural Resources - Continuous Improvement
Collaborate with community partners to support and invest in the historical and cultural resources unique to Paducah.
- Stormwater - Continuous Improvement
Further investigate the implementation of a stormwater master plan.

- 2022 City Commission Priorities
The Paducah Board of Commissioners held a strategic planning session in February 2022 to review the 2021 priorities and determine the 2022 priorities. The Board adopted 10 Commission Priorities on March 22, 2022. The Board also identified three items that were priority action items in 2021 for continued focus as Continuous Improvement Items.
